First ban of M/V NIZAR (ex-JANA) with IMO 8324751 lifted and 2nd refusal of access to Paris MoU region issued
On 19 January 2015 M/V “NIZAR” (ex-JANA) with IMO number 8324751 (flag of St Vincent and the Grenadines) was detained in Constanta by Romenia.
During the re-inspection in the Port of Constanta (inner anchorage) on 23 September 2015 in the scope of lifting the refusal of access (first ban), deficiencies were found which resulted in a new detention following the provisions of Paris MoU on Port State Control.
The ship’s flag at the first visit/detention (Saint Vincent and the Grenadines) was withdrawn and the ship now flies a new flag (Sierra Leone).
The ship was released from detention following re-inspection on 12 October 2015. Due to the fact that the ship has no outstanding deficiencies after re-inspection, the refusal of access to Paris MoU ports has been cancelled on 12th October 2015.
The second ban was immediately issued based on the detention on 23 September 2015. This detention was the third detention in the Paris MoU region within the last 36 months. The ship was flying the flag of the Saint Vincent and the Grenadines which is black on the current Paris MoU WGB list. The ship will be refused further access to any port and anchorage in the Paris MoU region, except a port of the ship's flag State. The refusal of access will become applicable immediately after the ship is authorized to leave this port and anchorage. As this is the second refusal of access order the period of the refusal of access will be 12 months.
