Concerning results found on the Paris MoU Focused Inspection Campaign on Fire Doors
During its 57th Committee meeting in Madrid last May, the Paris MoU discussed the results of the Concentrated Inspection Campaign (CIC) on Fire Safety, which was held from 1 September to 30 November 2023. These results were shared with the industry. Overall, compliance appeared to be satisfactory, however the result was less favourable on two specific topics; good working condition of fire doors (9.3% non-compliance) and fire drills (9.2% non-compliance).

The Member Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control will launch a joint Concentrated Inspection Campaign (CIC) on Crew Wages and Seafarer Employment Agreements (MLC, 2006)

The Paris MoU has published its 2023 Annual Report on 1 July 2024. This report provides an overview of the activities and statistics of the Paris MoU in 2023.

One of the important developments during the year was that, as of 1 July 2023, the Maritime Authority of Montenegro became a member of the Paris MoU on Port State Control. This resulted in the strengthening of the safety net formed by the joint efforts of the members of the Paris MoU throughout the region and particularly in the Adriatic Sea. Ships with cargo destined for mainland Europe now have virtually no choice but to discharge that cargo in a port falling within the scope of the Paris MoU. This means that these ships are subject to the risk-based inspection methodology of the Paris MoU.

2023 Performance lists Paris MoU
The Paris MoU Committee approved at its 57th meeting the 2023 inspection results and adopted new performance lists for flag States and Recognized Organizations.
These lists will be used from 1 July 2024.

Paris MoU 57th Committee meets in Madrid, Spain

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 57th Committee meeting in Madrid, Spain from 6 to 10 May 2024. The meeting was formally opened by Mr. Benito Núñez Quintanilla, Secretary-General of Maritime and Air Transport, and chaired by Mr. Brian Hogan.
The Paris MoU Committee discussed the results of the Concentrated Inspection Campaign (CIC) on Fire Safety, held from 1 September to 30 November 2023. Overall, compliance appeared to be satisfactory. The result was less favourable on two specific topics; maintenance of fire doors (9.3 % non-compliance) and performing fire drills (9.2% non-compliance). The Paris MoU expects the industry to give these issues the necessary attention.
Future CICs will cover Crew Wages and Seafarer Employment Agreements under MLC (2024), Ballast Water Management (2025) and Cargo Securing (2026).
During 2023, the Paris MoU conducted, on a trial basis, Focused Inspection Campaigns (FICs) aimed at improving the effectiveness of inspection campaigns. These focused inspections have now been carried out on Pilot Transfer Arrangements, Electronic Chart Display Information Systems (ECDIS) and on the Galley. The Paris MoU will continue to implement these FICs, announced and unannounced.

2022 Performance lists Paris MoU
The Paris MoU Committee approved at its 56th meeting the 2022 inspection results and adopted new performance lists for flag States and Recognized Organizations (ROs).
These lists will take effect from the 1st of July 2023.
The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions during a 3-year rolling period for flags with at least 30 inspections in the period.

Paris MoU 56th Committee meets in Kranj, Slovenia

The Paris Memorandum of Understanding on Port State Control (Paris MoU) held its 56th Committee meeting in Kranj, Slovenia from 15 to 19 May 2023. The meeting was chaired by Mr. Brian Hogan. The meeting was formally opened by the Minister of Infrastructure of the Republic of Slovenia, M.Sc. Alenka Bratušek.
One of the main topics discussed during PSCC56 was the expansion of the Paris MoU with a new member Montenegro. Final details of Montenegro’s application to become a full member were discussed and agreement was reached for its entry into force on 1 July 2023. The port State control community of the Paris MoU welcomed the Maritime Authority of Montenegro, represented by the Deputy Prime Minister and Minister of Capital Investments of Montenegro, Mr. Ervin Ibrahimović.
The Committee discussed the evaluation of the Concentrated Inspection Campaign (CIC) on STCW, held from 1 September to 30 November 2022. A total of 4,112 inspections were carried out using the CIC-questionnaire. A good level of compliance was demonstrated. Detailed information on the CIC results are available on the Paris MoU website.
With regard to the Inspection Campaign (IC) on the Polar Code, which was held in June and August 2022, the Committee commented that the campaign had contributed to raising awareness of the industry with the new requirements, thus improving the safety and protection of the environment in Polar areas.

Report of the 2022 Concentrated Inspection Campain (CIC) on STCW

The Paris Memorandum of Understanding (Paris MoU) on Port State Control (PSC) carried out a Concentrated Inspection Campaign (CIC) on STCW jointly with the Tokyo MOU between September 1, 2022 and November 30, 2022.
This report documents the results of the campaign for the Maritime Authorities of the Paris MoU.
